Introductory Notes
At the beginning of most songs you will hear an introductory word or phrase going into the song you are about to sing. These are called introductory notes.
For example, the song "the wheels on the bus" the first word of that song "the" is the introductory word.

The same holds true in bagpipe music.
It's important to realize that whatever note value is added to the into note needs to be subtracted from somewhere. Otherwise you would have too many notes in the piece of music. That's why if you look at the tune above you can see that there is a quarter note missing in the last bar.
This also works with multiple notes as shown below. Intro notes in bagpipes music are generally 1 or 2 notes.
